Phthalates are chemicals sometimes used to soften plastics. A phthalate-free label is useful, but it only covers that one group of substances.
What it covers
Phthalate-free means the product was made without that group of chemicals. Many toys make this claim, and it is a reasonable thing to look for.
What it doesn't cover
A phthalate-free toy can still be porous, poorly finished or made of a material that doesn't suit your lube. Other factors matter too.
